• Why is OKCPS limiting student use of cell phones and personal devices during school hours?
    In adherence to Senate Bill 139, OKCPS has adopted a policy that limits student use of personal electronic devices, such as cell phones, tablets, smartwatches, and headphones, during the school day. This state law requires all public school districts to implement a “bell to bell, no cell” policy for the 2025–2026 school year.

    What devices are restricted under this policy?
    OKCPS Policy F-25 prohibits the use (not possession) of personal electronic devices during the school day as defined by state law.  Personal electronic devices are defined to include any device capable of connecting to a smartphone, the Internet, or a cellular or Wi-Fi network, or directly connecting to another similar device. This would include, but is not limited to, cell phones, smart watches, smart headphones, laptops, tablets, smart glasses, and personal laptops.

    Can students bring personal devices to school?
    Yes. Students may possess personal devices, but they may not be used during school hours, unless an approved exception applies.

    Are there any exceptions to the policy?
    Yes. Students may use their personal electronic devices in emergency situations as directed by school personnel, for health monitoring, such as managing diabetes with written medical authorization and school approval, for special education or medical accommodations if such use is explicitly required by the student’s Individualized Education Program (IEP) or Section 504 Plan, and during off-site learning.

    Are school-issued devices allowed?
    Yes. Devices issued or approved by OKCPS may be used during the school day for educational purposes.

    What emergency communication options are available without student phones?
    Every classroom is equipped with a district phone, and students are trained on using the intercom system to alert staff in case of emergencies. Further, students may use their personal electronic devices in emergency situations as directed by school personnel

    How are students with medical needs supported without phones?
    Students with approved health-related needs (e.g., glucose monitoring) may receive exemptions. Most students with 504 Plans already use a buddy system when transitioning (e.g., to the restroom) to ensure help is available if needed.

    What are the consequences for violating the policy?
    Students who use personal electronic devices in violation of Policy F-25 or the Student Code of Conduct may face disciplinary action.

    How is OKCPS monitoring this policy?
    The district is collecting feedback and will continue to evaluate the impact of the policy at schools. Adjustments will be made as needed to ensure student safety and learning are prioritized.

    How can I communicate with my child during the school day?
    We encourage families to contact the school office if they need to reach their student during school hours. Students also have access to their school-issued Chromebooks and devices that may include access to email at appropriate times. 

    When does this policy take effect?
    OKCPS is implementing this policy in accordance with Senate Bill 139, effective beginning with the 2025–2026 school year.
